Our Local Authority and Joint Emergency Planning Unit have advised that we should have an Emergency Plan. Please note that for privacy reasons volunteer contact details are not held within this web version but are held by all members of the Parish Council.
The purpose of this plan is to set up some basic responses to possible emergencies within the community area, which could be necessary in the event of a major emergency when outside assistance from emergency services and local authorities is delayed.
The objectives of the plan are, in the event of an emergency, to:
- Identify actions to be taken;
- Identify specific procedures to be followed; and
- Provide information to residents.
The Emergency Management Team, appointed by the Parish Council, will use its personnel and resources to respond to the emergency affecting the community as seems appropriate.
The Emergency team is currently made up of the members of the parish council, whose contact numbers can be found on the Parish council page and within the plan.
Detailed information on resources and administrative procedures, and volunteer contact information are held in a separate document for use by the emergency team and appointed volunteers.
The following is to provide information to residents on what they may expect if a local emergency is declared.
A communications list has been set up so that if an emergency is declared residents should be notified by a neighbour of the emergency, what is happening and what they are required to do, if anything. Volunteers are still needed in a few areas so if you can help please contact the Parish Chairman.
In some emergencies the whole of the village will need to be alerted even if the emergency only covers a part of the village in order to give information and to advise avoidance of areas which may be busy or closed.
Community emergencies in Barningham are likely to require one of two responses:
- 1) Temporary evacuation of some or all residents of the village due to major road traffic accident, chemical spill, plane crash etc and/or support for emergency services in a major incident.
This will require the following:- a) Warm and secure accommodation - primarily the Village hall
- b) Refreshments
- c) Transport between homes & VH & between VH & possible suppliers
- d) Advice and help with communications including setting up response centre.
- 2) Support for vulnerable residents due to power failures or isolation from surrounding villages and normal supplies.
- a) Check residents have heating, food etc and arrange supplies if needed
- b) Alert other authorities, relatives, volunteers etc of emergency.
Should the village hall be inaccessible, the school and/or the church can be used as a limited short stay rest centre before evacuated residents are either moved further afield or returned to their homes. Evacuations will normally only be organised by the police unless exceptional circumstances prevent them from doing this, in which case a member of the Emergency team, a parish councillor, will initiate this. If the entire village has to be evacuated the Emergency Officer will coordinate this with the emergency services and the District Emergency Planning Officer.
If you do have to be evacuated you may need to bring with you warm clothing, a blanket, medication, etc. Remember to turn off the water; anything cooking or electric fires etc and to lock the house.
Anyone reliant on electricity for their medical equipment or health should check with their carer, nurse or doctor that they are on the EDF list as priority reconnection.
